Initial work on the concept was undertaken by the editor at Cambridge
University’s Global Security Programme, in England, United Kingdom, in
1995. An Occasional Paper #7, of May 1995, entitled “The Planetary
Interest”, is published in English, French and Spanish, and manuscript
copies are available in Arabic.
